To:       All Staff

On Monday, December 17, 2018 a portion of the ceiling near the rear entrance lobby collapsed.  Thankfully, none of our employees or patrons were in the area, and no one was hurt.  Upon learning of the incident, we immediately called the building’s construction manager, Frank Marino, who came in to assess the damage and oversee restoration.  It was determined that the portion of the ceiling collapsed due to a ceiling grid coming loose from its fasteners.  Accordingly, we concluded that there was no structural damage or impact that caused a portion of the ceiling to come down.  Furthermore, to protect the safety of our employees and patrons, we closed off the area from the rest of the lobby.

On Tuesday, December 18, 2018, the Library retained clean-up contractors in order to clear the area of any debris.  Although testing had been done prior to construction on 2nd floor that demonstrated that the area meets and exceeds environmental standards, we decided to take further precautions due to the age of the building.  Thus, environmental testing was performed in and around the lobby area to ensure air quality met New York State Department of Labor (“NYSDOL”) standards and the area is free from asbestos.  JC Broderick & Associates, a multi-disciplined environmental & construction consulting and testing firm, conducted the test on December 18- 19, 2018.

As we expected, on the morning of December 19, 2018, JC Broderick & Associates confirmed that the air samples passed and met NYDOL standards.  They also confirmed that test results for asbestos came back negative.  A copy of JC Broderick & Associates’ clearance letter and test results are attached.

Thank You,

Mike Alexander, President

Dear Mr. Alexander:

J.C. Broderick & Associates, Inc (JCB), a New York State Department of Labor (NYS DOL) Licensed Asbestos Air Monitoring Firm, performed clearance air sampling for the above referenced abatement project. The air sampling was performed by a Certified Asbestos Air Sampling Technician in accordance with New York State Industrial Code Rule 56 56-9.2(d) (NYS ICR 56), as applicable.
The samples were collected, chain of custody forms prepared and delivered to EMSL Analytical Laboratories, Inc. (EMSL) for analysis. EMSL is an independent environmental laboratory accredited by the New York State Department of Health, Environmental Laboratory Approval Program (ELAP), the United States Department of Commerce, National Voluntary Laboratory Approval Program (NVLAP) and AIHA Laboratory Accreditation Program.
The samples were analyzed by Phase Contrast Microscopy (PCM) utilizing NISOH Method 7400, A Rules, Revision 3, Issue 2 (8/15/94).
The report prepared by EMSL indicate that the sample analysis results satisfies the clearance air criteria established by NYS DOL.
If you have any questions, or if more information is needed please call.
Sincerely,
Meghan Gwynn
